“Social Adaptation Center for Homeless Persons” Municipal State Institution of the Mayor’s Office of Astana

In establishing this institution the following objectives have been set as the main ones: provision of social, medical and other assistance to the homeless, as well as reduction in the crime situation, ensuring sanitary-epidemiological and public order in the city.

The specialists of the Center enter into contracts for re-socialization with the services recipients.

The specialists of the Center fill out registration cards, quarterly record the results of the carried out rehabilitation activities in the electronic file cabinet for each services recipient.

Night shelter with 50 beds was established, for which a part of the premise was repaired in one of the buildings along with construction of a separate entrance, sanitary inspection room.

The night shelter office and the mobile service of the social patrol provide the following social and medical services: primary medical examination and primary sanitary treatment, pre-hospital medical care.

Homeless persons who make requests to the Night Shelter Office are provided with beds for the period from 9 pm to 9 am during summer time; from 6 pm to 10 am during winter time; the office also offers hot tea for such persons.

A logo of the Center was designed, symbols were applied to all the vehicles, as well as special clothes for the mobile service workers were purchased. Book of Complaints and Suggestions, which is reviewed on a weekly basis by the head of the organization for temporary stay and on a monthly basis by the authorized body, was registered. Surveys and interviews are conducted to improve the living conditions and meals among the social services recipients.

There are a sensory room for psychological relaxation, a library to provide services given individual needs, aimed at raising the level of personal development, assembly hall for events and Healthy Lifestyles room with 4 training simulators functioning in the Center to create a favorable moral and psychological climate.

Personal integrity and safety is ensured for the recipients of the Centre services.

“Social Patrol” mobile service work has been organized.

The mobile service manager works closely with the police stations of Almaty, Yessil, Saryarka districts of Astana, “Astana Medical and Social Rehabilitation Center” State Municipal Enterprise, Homeless Placement Center of Astana DIA, the Office of Migration Police of Astana DIA.

Relations with the Centers for Social Adaptation of other regions of the Republic of Kazakhstan, with the embassies of Russia, Uzbekistan, Kyrgyzstan and Belarus have been established.

Inspection route for the alleged accumulation of homeless people (areas of the railway station and the bus station, industrial park, markets and trade houses, city parks and religious institutions) has been developed.

Two production workshops – sewing and carpentry – function in the Center for the social and labor adaptation to form labor skills and knowledge.

Services

Social and domestic services provided in the social adaptation centers include the following:

1)  reception and temporary accommodation of the services recipients;

2)  provision of beds, furniture, bed items, personal care items and underwear (Appendix 4 to this standard). In re-admission within a year in the organization of temporary stay, the services recipients are provided with underwear if necessary;

3)  assistance in the recovery of identity documents;

4)  creation of conditions for a stay of the elderly and disabled who have difficulties in movement and are not capable of self-care;

5)  provision of services for the maintenance of living conditions in accordance with hygienic requirements;

6)  disinfection of underwear, clothes, bed items;

7)  creation of conditions for domestic self-service (washing, drying, ironing of personal items and clothes);

8)  creation of conditions for the implementation of sanitary and hygienic procedure (showers or bathrooms, toilets);

9)  assistance in sending the person to the former place of residence through the purchase of travel documents and provision of food products for the duration of the route.

Persons who have difficulties in movement, are provided with accompanying to the destination by the temporary stay organization;

10)  assistance in preparation of documents for registration at the place of stay;

11)  provision of food according to the natural nutritional requirements for persons served in nursing homes, rehabilitation centers, educational institutions for children with disabilities, territorial centers of social services, social adaptation centers approved by the Resolution No. 1354 of the Government of the Republic of Kazakhstan dated December 31, 2008;

12)  provision of transportation services for the services recipients for treatment, training;

13)  assistance in letters writing and reading.

Domestic and social services provided in the night stay homes (departments) include the following:

1)  reception and temporary accommodation of the services recipients;

2)  provision of beds, bed items;

3)  disinfection of underwear, clothes, bed items;

4)  creation of conditions for the implementation of sanitary and hygienic procedures (showers or bathrooms, toilets).

Social and medical services provided in the social adaptation centers include the following:

1)  initial medical examination and primary sanitary treatment;

2)  pre-hospital medical care, assistance for hospitalization and accompanying the services recipients who are in need of treatment in a healthcare organization;

3)  assistance in preparation of documents for medical and social expertise;

4)  assistance in obtaining the guaranteed capacity of free medical care;

5)  assistance in provision of medicines and medical products based on the decision of doctors;

6)  assistance in provision of prosthetic and orthopedic care, technical auxiliary (compensatory) means, obligatory hygienic means, special means of movement, technical means for the deaf and blind, sanatorium-and-spa treatment in accordance with the individual rehabilitation programs for the disabled (hereinafter, IRP) ;

7)  assistance in a medical advice provided by specialists, including from healthcare organizations;

8)  therapeutic procedures in accordance with the standards in healthcare based on the prescription of the attending physician.

The following social and medical services are provided in the night stay homes (departments), as well as by mobile services of the social patrol:

1)  initial medical examination and primary sanitary treatment;

2)  pre-hospital medical care.

Social and psychological services provided by in the temporary stay organizations include the following:

1)  psychological diagnostics and examination of the individual;

2)  social and psychological patronage (systematic follow-up);

3)  psychoprophylactic work with the services recipients;

4)  psychological advice;

5)  emergency psychological assistance;

6)  psychological assistance to the services recipients, including conversations, communication, hearing out, encouragement, motivation for activity;

7)  psychological trainings;

8)  psychological correction the services recipients;

9)  activities in mutual support group, communication clubs.

Social and labor services provided in the temporary stay organizations include the following:
 1) activities on the survey of the existing labor skills of the services recipients;

 2) participation in socially useful works;

 3) professional orientation;

 4) formation of labor skills based on the profile;

 5) assistance in conducting training activities for the services recipients based on the available professional skills.

Social and cultural services provided in the social adaptation centers include the following:
 1) organization of holidays and leisure activities;

 2) organization and conducting clubs and coteries;

 3) involvement of the services recipients in recreational activities, participation in cultural and patriotic activities.

Mobile services of the social patrol hold information and explanatory work among the services recipients in the night stay homes (departments) on the reasonability and importance of re-socialization.

Social and economic services provided in the temporary stay organizations include the following:

 1) assistance in obtaining entitlement allowances, compensations, alimony and other benefits, improvement of living conditions in accordance with the laws of the Republic of Kazakhstan: the Law “On the State Social Benefits for the Disabled, Survivor and Based on the Age in the Republic of Kazakhstan” dated June 16, 1997, the Law “On Special State Benefit in the Republic of Kazakhstan” dated April 5, 1999, the Law “On the State Targeted Social Assistance” dated 17 July 2001, the Law “On the State Benefits to Families with Children” dated 28 June 2005, and other normative legal acts of the Republic of Kazakhstan.

Social and legal services provided in the temporary stay organizations include the following:

1)  legal advice in provision of social services and on the issues related to the rights to social maintenance and assistance in accordance with the laws of the Republic of Kazakhstan;

2)  assistance in preparation of legal documents;

3)  assistance in obtaining the necessary documents for placement of senior citizens and people with disabilities in permanent institutions of social protection of the population;

4)  assistance in preparation and submission of requests for action or inaction of organizations providing special social services and violating or infringing upon the legitimate rights of the services recipients;

5)  provision of legal support and assistance in obtaining benefits and privileges, social payments stipulated by laws.
