Developers have to meet the requirements to attract funds of interest holders

However, before a company can start construction with attraction of interest holders’ funds, it must have a list of documents and pass obligatory procedures. First of all, a developer has to be a legal entity registered in justice authorities; he must have a license of a project company for housing construction activities, and an audit conclusion on business activities in the sphere of housing construction. Along with that, his experience in housing construction has to be no less than 3 years.
Secondly, a developer must have a land plot for future construction as a private property or as a land use right. In addition, he has to get architectural planning specifications and technical conditions at the State Architectural and Construction Supervision Authority. Then he has to develop and approve a preliminary design, develop and get a positive conclusion of the government expert review and construction permit. After that he has to inform the State Architectural and Construction Supervision Authority of it.
Upon completion of constriction, the object (residential building) is accepted by a working commission and state acceptance commission. Operational acceptance certificate by the state acceptance commission is the exclusive original document which is to be registered in a registration agency in accordance with the procedure established by law.
Absence of any of the above mentioned documents is a violation on the part of the developer. In their turn, before putting up their money to construction, interest holders should check the presence of these documents and correspondence of the company to all above mentioned requirements.
